My advice is to get the fastest cpu and most ram you can, but if you plan on doing alot of really high poly scenes (10's of millions of polygons) than you'll need a good 3d card. Also a big hard drive is good too.
But I think cpu and ram are the most important, they are the only components that effect render times, besides you can always composite the different elements later on to make a really big scene if you need.
Don't mean toe be a stickler or anything but, what does this have to do with Game art.
Now to help out.
When running any 3d program is good to have tons of RAM. This speeds up for Render time. Video card doesn't really matter, unless you like real-time rendering, or playing games which are way to high poly. A good video card speeds up the viewpoints and such. Also the speed of your motherboard effects the rendertime and realtime.
if you realy want to speed it up get a Duel procesed system if you buy the top of the bill P4 whit HT you can beter get a AMD MP 2200 duel CPU whit 1 GB ddr Ram on a MSI K7D master mother board i could scrap my pc up out of 1200euro so thats a realy good machine for not that mutch money
