low key to fill lighting

I read in a book I was browsing through that; using a low key to fill ratio makes for a cheerful and brighter mood. Somewhere between 2:1 and 4:1 settings were advised. Looking through the Max 6 Bible I couldn't find any reference to where these light settings were. Anyone else understand how to make those adjustments?

Key to fill ratios arnt actually refering to a settings. It's just a ratio, if your key light is twice as bright as your fill light then its a 2:1 ratio.

That could mean your brightness of your lights are 24:12 or 6:3 etc...
