Don't you think it would be easier if you would attach the picture here directly instead of giving a link? Maybe that's why the comments didn't show yet. But, as comments, here they are:
Its a good start. But (the most hated part)... First the image its too blurry. The sky needs more work, the fence need more work.
I never worked in PhotoImpact but I guess it can't be much too different than the other drawing programs on market.
As I said, its a good start. Work on it and you can make it better. Seems you have the skill.

Good work, it has atmosphere, a sort of early evening feel, but as Avatar mentioned it needs tightening up. So far, a good piece of work, i shall await some updates :)

I have start all from the begin. I just must stop using smear, and make this pictur more clear. THX for coments. :)

Well, smear is good, I think you need to use harder brushes. I'll keep an eye here for udates ;)

Ok once again i will try to make this one look more like sun set beach.

Looks a lot better. Work more on the clouds, they are too bulgy. Use references if you have them. You'll see, because of the wind, the clouds margins are stretched and thin and usualy the clouds are long on the horizontal plane (x axis). Your are a bit too bulky.

I prefer the first one to the second one. And smoothen up that signature on it.
