Ok, i have been searching all over for a tut like this, but.. i am not very succesful.. I am looking for a clothing tut, i wish to add a hood to a model alien im working on. Any one who is able to give anyhelp that would be awesome!

either way, you could start with a simple sphere, delete half, then extrude out from there.
But I would say go one poly at a time, to get the over all shape.

I'll agree that would be the easy way. However, the decision to point out capes-robes-hoods immediately made me think simulation/animation.
Please be specific about the software you're using, and what you hope to gain from any assistance (certain modeling technique, or more of a cloth/physics tutorial).

Im Sorry i forgot to add that, I am using 3dsmax 7.0 and heres the scene which im working on

you can go into editable poly mode, select the poly's that are the back of his head then use the shift with the scaling tool to make a copy of that area. Then you can push and pull those verts to your liking.

Or... you can make a copy of the head, delete the inner parts that make up the face, add a "push" modifier and increase the amount to something that looks good. Turn it to an editable poly, and start adding detail where you need it, add a "shell" modifier to give it some thickness and then maybe a "meshsmooth" modifier to smooth it all out. :)
