Maya cloth simulation problem :(

I am new to Maya, and I have a problem with making the cloth object shrink to fit. When I run the simulation, the cloth doesn;t move at all. Can someone take a look at what I have done wrong? I have follow the cloth tutorial and it worked. Thanks!
