do anyone know why I cant connect those 2 point? Those are the polygon that I added shell modifier and then converted to editable poly. What should I do to mix those 2 points together?

Hi, You have to delete the faces between those vertices first, then you'll be able to weld them.

also,
if the shell came out like that then I suspect the vertices on the underside are not welded
