Nice concept, but you should see the border between the city and the mountain, or you should not see that much of the city.
Just my opinion.

You mean under water or frosen ? In all the cases looks fine, if u'll hard work on it

I mean the underwater part.
The deeper,the darker the water should be.

I like the idea.
Be careful about lighting of the city, i guess the shadows would be a lot more diffuse, firstly because I assume it's frozen in a solid water mass (not just a frozen water surface) and secondly since the rest of your scene seems to have no harsh sunlight either.

I like your idea. Maybe you could have the tops of the very tallest buildings sticking out of the ice, just and idea. Nice work so far.
