is this competition anual event or monthly?

Dominance War is a somewhat annual thing, it was annual for four years, skipped a year, then was held this year, I'm not aware of anything for next year yet, but who knows.

If you're looking for something more regular check out the "game art (http://forums.3dtotal.com/forumdisplay.php?f=151)" challenges section of the forum. They're not on the same scale as Dominance War, but still good fun to be had. They just finished up a challenge and are about to kick off another.
