1 what is bake simulation in animation were to use the tool

when and were to use local and world modes in rotation and translation axis that means were should we apply local and world modes

I am guessing you are doing something with MassFX (3DS Max) or Cloth. Bake simulation means that the computer pre-calculates the simulation you have made into keyframes, so the animation can be used for rendering. If you won't bake the simulation, your work won't be rendered as an animation.
2:
The world axis is always parallel to the world, where the local axis is parallel to the object. Lets say you have a slightly (or heavily) tilted object, and you want to move it along its z axis is a strait line. Then you will use the local axis to make it more easily to move the object.

Lol. One day later and now I see it is a maya based question. Anyway. I think what goes for 3DSMax also applies for Maya.
