2D Paid project

We are making a new game based on an old engine. We'd like to get some ball park bids and some art samples. The game is nearly identical in game play to Green Thumb, except we would like to make it about castles and knights, maybe some fantasy as well.

Est dev time depending on your speed would be a 1-2 months.
We would like lots of animations. The more the better.
High quality 2D art.
800x600
8 bit images.
All buttons, windows, logo, splash screens.
Cool, male style. (Heroes of Might and Magic the tactical screens, perhaps?).
Start time: It will probably take me two weeks to finish up the specs. ~3 Weeks.
Pay? Please tell me. No hourly rates accepted. Final bid on final spec.
Ball park price $500 to $2k. Sorry if low but budgets are tight.
No pay partial completion. 3-3.5 month completition deadline.
