how to create animated lensflares?

I can create flares in Photoshop or Vegas Video, but it's near impossible to animate them. In Vegas i can move the flare around, but i want to rotate it around the axis going through the light source and the additional light spots created by the flare, as sometimes seen in the Gundam series...

I'll try to find an example of it cos it's kinda hard to explain...

you can do it with a compositing program, like combustion, or manually by creating a set of transparent circles and moving them at different speeds
