I want to learn how to model after this picture. Please give me some advise as to how the mountain is done in 3dmax , the sea and which is the best way to build up the submarine.

I have just started to pick up 3dmax.

Landscapes are probably best done with displacement mapping, at least thats the way i do it.
You can find a quick tutorial at 3d cafe on displacement mapping for landscapes, and check the max tutorials.
As for the boat try to find larger images or blue prints and work from them.

yeah, displacement mapping is also what I would suggest.

dreamscape is a nice plugin for this, but that's expensive.

however, I think there is a free plugin (or standalone program, I'm not sure which) called Terragen (I think) which is free, and could be helpful
