3DS Max 7 - Video Post - Lens Effect Focus Help

I need help with the Lens Effect Focus.
I create a camera, then in video post I add the scene event "Camera01", then I add the lens effect Focus. In the setup of Focus, I click on VP Queue to view my scene so I can edit the focus settings and see them update live (duh).
Anyway, my problem is I set it to scene blur and I cannot seem to do anything except, well, blur the whole scene. If I change the Horizontal or Vertical focal loss then it gets blurrier or clearer, just like it is supposed to.
What I cannot do is affect anything with the Focal Range and Focal Limit settings. I have tried everything I can think of including, of course, looking in help. I do exactly what it says in there and it doesnt' seem to do anything. I could have the Focal Range at 0, and the Focal Limit at 250,000, and it looks exactly the same as if I have them set at 0 and 1, respectively.

Please let me know what step I am skipping here. I know it works, I have had it work before on a different scene but that was a while ago and I don't remember what I am doing different now.

By the way, Radial Blur and Focal Node each work perfectly, which only confuses me further. :/
