photoshop + total textures 4

Does anyone know if total tecture is capatable with photoshop in that you can manually paint in tectures or is it just for 3d programs. And would total textures be considered a plugin?

The textures are just jpg images, wich you can edit in whatever photoediting program you want.
They also have material libraries so it's easier to do the shaders, because they are already done.

I think it can't be considered as a plugin, they're just textures.
