one quick and easy way i've learned to get my lineart ready to color is to just copy the layer and put it above the color as a multiply layer in photoshop. you still might have to play with the contrast a bit, but this gets you the nice clean black outline over the color.

I dunno what seems textured at him. Only default tools used and motion blur.
