Help with Tweaking Envelopes

Hello all,
I've been using the Joan or Arc tutorial as a guide but I'm in a bit of a bind and have no idea what I've do or how to fix the problem. I'm in the process of skinning my character and am currently working on the calf area. Now for some reason, wheather I have a large or small outer envelope, it doesn't want to move the toes at all. Correct me if I'm wrong but I shouldn't even need to have the toes included in the calf envelope because they'll have their own?

I've got some screen caps here as well to illustrate my problem. Thanks in advance for any help. I'm also using 3ds Max 7.

Hi, u could adjust the "black grey square handle" (Envelope Handle) if u want a longer envelope.

Actually the problem that u're facing is u haven't skin for the toe bones.
