That's actually a limitation of your system, not 3d max. To render something of that size on your computer, you'll need to use the 'Blowup' function to render separate pieces and then fit them together in photoshop or another image editor (found in viewport configuration). Autodesk has a page describing how to do this on their site.
There's also a script called BigRender around on the net. I've never used it but it may help you out.
