Summer fest - Rockstarkate - Tropical Sci-Fi City

Here's my base concept. I need something in the middle I think. I'm considering boats or a bridge connecting the 2 cities. I'm going for a peaceful, "green" futuristic city that is in harmony with nature.
Any comments or suggestions welcome. I will make the shapes of the buildings or possibly a bridge in 3D.

I'm happy with the overall idea, but I think I'm going to arrange it a little differently.
I'm trying to decide how I want to do the water and sky. I'm thinking of using terragen for a base but I am having a little trouble getting the water to look "tropical" enough.
