No, it doesn't.. but to transfer single transform keys at least you can always hit 'auto key' and align the object to the object that you wanted to copy keys from. And if you need a time offset from the original key align a dummy object to the object you want the key from and slide the timer to the correct frame and hit auto key and align the object to be keyed to the dummy.
