Maya - Modelling Rocky Beach

I'v been working on a new scene and it's nearing completion but there's something I keep putting off because it's going to be a pain in the ass to do. I have a bunker on a coastline and I need to fill the whole beach up with rocks ranging from big boulders to other smaller sized rocks. I don't want any repeated geometry/textures to be noticeable but I also don't want to cripple my computer trying to render this scene. I have attached an image to show the basic area I need to fill. I have also attached an image of the type of rock coverage I need to achieve. Thanks!!

I think I might scrap the idea of rocks and replace it with dirt and just add a few bigger rocks.

There's a useful script at highend3d called rockGen that you could try. It generates rocks, boulders, etc in various shapes,sizes, numbers, etc. Gives a decent amount of control. Pretty handy.
