3dsmax 2009 skin modifier random verts problem

Hello folks. As you can see from the pic im having a rather strange problem. Even when i move envelopes completely off the mesh, some vertices remain fully affected as you can see by the labeled red ones around the waist of the character.

Have I simply checked some box and not realised or is there something I should be looking at?

As a side note, this is happening with a number of different bones' envelopes, for example the head envelope will leave some seemingly random verts 100% affected on the ears.

Just as an addition, I can't even manually set the weight of the misbehaving vertices to any value other than 1. I've tried every way, using type-in's, painting weights, everything.

The problem seems to be affecting every single joint in the skin.

Any clues?

if all else fails just take the skin off, reset the xforms on the mesh and start skinning again.
