that's easy,

the planet is too far from the sun, or doesn't contain a core of molten lava
Mars for instance is very cold, around 100 degrees under freezing point, still, all the rovers there run on solar power.

the bigger issue would be, how is a driller (that is fully subterain), going to use the sun?

Exactly, Mars gets cold but not cold enough to turn the planet into ICE! The equatorial area of mars during summers reaches 50-60F which isn't THAAAT BAD. But then again its rare. The average temperature of mars is like -45C and even goes down to -185! And its the next planet over yet you see no ICE! So in our case a planet that is completely ICE would be so incredibly far from the sun and I mean INCREDIBLY to a point where it would rarely get sunlight to power anything turning it into an ice ball. To me it just doesn't seem plausible =/

That's because it is believed that Mars used to have a Atmosphere, and was once a "warm" planet, after that it lost it's atmosphere, it got so hot it lost all it's water

still there's ice to be found on mars

though not enough to digg into

though to enforce the idea of a ice planet, look at our planet.
sure its not solid ice, or has full coverage. still at its polar caps, some places the ice is almost 5km thick, more than enough to digg your teeth in

oh and btw. have you ever seen a solarpowered drill, i think this would fall under scifi.
talking about scifi, ever heard of a lump of ice called Hoth

i just thought of another "drill" concept, though i think ill do that as my second project,
a orbital drill, that just fires a giant lazer beam into the planet to ventilate it
or it could just capture/focus the solar energy similar to the icarus project from "Die Another Day"

lol cool idea about the laser but i think a LOT of people will be doing lasers.

The discussion about the planets and ice, I'am confused where you stand on this issue lol. I'm saying that you cannot have SOLAR power on a PLANET made of ice. So we must assume that this planet is like earth. With two icy poles =)

yeah, indeed, though i'd bet you could use a ioncannon to drill holes aswell

here's my first picture,

Its after 50 minutes of modelling,
I could save a lot of time by duplicating everything 18 times
The cables were done by lofting a group of different sized circles, and adding twist to the mix
The lowest part, with the vertical pipes, cables and laser units will spin at high velocity during operation.

Also, i intend to put tank threads in the holes of the top part of the machine.
